Transport Allowance is the only allowance that earns DA. HRA is a percentage of basic pay that steps up when DA crosses 25% and 50%, and it is never less than ₹5,400, ₹3,600 or ₹1,800 in X, Y and Z cities.

About the 7th & 8th Pay Commission Salary Calculator

The first tab calculates the salary a central government employee draws today under the 7th Pay Commission. Every rate in it is a notified one: DA at the rate you enter (60% from 1 January 2026), HRA at the percentages and minimums set by the Finance Ministry's order of 7 July 2017, and transport allowance at the slabs for your pay level, with DA on top.

The second tab is for the 8th Pay Commission, which was constituted by a notification dated 3 November 2025 and has 18 months to make its recommendations. The government has said their effect would normally be expected from 1 January 2026. The fitment factor, the pay matrix and the new allowance rates have not been decided, so that tab only shows what your pay would be for a factor you choose to test.

How it Works

The calculator takes these inputs:

  • Pay level and basic pay: your level in the 7th CPC pay matrix and the basic pay you draw.
  • DA: the Dearness Allowance rate, 60% from 1 January 2026.
  • HRA city class: X, Y or Z, which sets your HRA percentage.
  • Transport allowance city and NPS/UPS (7th CPC tab): whether you are posted in a higher-rate city, and whether 10% of basic + DA goes to NPS or UPS.
  • Fitment factor and DA on the new pay (8th CPC tab): the values you want to test.

How is my 7th Pay Commission salary calculated?
Gross salary is basic pay plus Dearness Allowance plus House Rent Allowance plus Transport Allowance, with DA paid on the transport allowance too. For a Level 10 officer on ₹56,100 basic in an X city that is also a higher transport-allowance city, at 60% DA: basic ₹56,100 + DA ₹33,660 + HRA ₹16,830 + transport allowance ₹7,200 + DA on it ₹4,320 = ₹1,18,110 a month. If you joined on or after 1 January 2004, 10% of basic + DA (₹8,976 here) goes to NPS or UPS.
What is the current DA rate?
60% of basic pay from 1 January 2026. The Union Cabinet approved the 2 percentage-point rise from 58%, and Dearness Relief for pensioners rose by the same amount. DA is revised twice a year, from 1 January and 1 July, using the Consumer Price Index for Industrial Workers published by the Labour Bureau. Enter a different rate in the DA field if a new revision has been notified.
How is HRA calculated under the 7th Pay Commission?
HRA is 24%, 16% or 8% of basic pay in X, Y and Z class cities. Under the Finance Ministry's order of 7 July 2017, it rises to 27/18/9% once DA crosses 25% and to 30/20/10% once DA crosses 50%, which is where it stands now. It is never less than ₹5,400 in an X city, ₹3,600 in a Y city or ₹1,800 in a Z city. The class of your city is set by the government's classification, not by its size alone.
How much transport allowance will I get?
It depends on your pay level and posting. Level 9 and above get ₹7,200 a month in the 19 cities notified for the higher rate and ₹3,600 elsewhere; Levels 3 to 8 get ₹3,600 and ₹1,800; Levels 1 and 2 get ₹1,350 and ₹900. An August 2017 order moved Level 1 and 2 employees drawing ₹24,200 or more to ₹3,600 and ₹1,800. Officers at Level 14 and above who are entitled to an official car can instead draw ₹15,750 plus DA, or use the car and draw no transport allowance. DA is paid on transport allowance at the same rate as on basic pay.
When will the 8th Pay Commission be implemented?
That has not been announced. The 8th Central Pay Commission was constituted by a notification dated 3 November 2025, chaired by Justice Ranjana Prakash Desai, and its terms of reference give it 18 months to make recommendations. The government has said the effect of its recommendations would normally be expected from 1 January 2026. When the 7th CPC was approved in 2016 with effect from 1 January 2016, the difference for the months in between was paid as arrears.
What will the 8th Pay Commission fitment factor be?
It has not been decided. The fitment factor is the multiplier applied to basic pay to fix the new basic. For reference, the 6th CPC used 1.86 and the 7th CPC used 2.57. Any figure you read for the 8th CPC before its report is not official. The 8th CPC tab lets you enter any factor and see what it would mean for your pay, without treating it as a forecast.
Why is the rise in the 8th CPC tab smaller than the fitment factor?
Because of how DA was handled last time. In 2016, the 125% DA then being paid was merged into the new basic and DA restarted at 0%. If that happens again, a factor of 2.57 on a ₹56,100 basic gives a new basic of ₹1,44,177 — but today's basic + DA at 60% is already ₹89,760, so the real rise is 60.6%, not 157%. The working is the factor divided by (1 + DA): 2.57 ÷ 1.60 = 1.606. Whether the 8th CPC merges DA the same way has not been decided.
Is the result my in-hand salary?
Not exactly. On the 7th CPC tab the result is gross salary, and it also shows the amount after your 10% NPS or UPS contribution, but not income tax, CGEGIS or other deductions. The 8th CPC tab shows only basic + DA + HRA, because the new transport allowance and other rates are not known, and the actual new basic will be fixed at a cell of a pay matrix that has not been published.
